Alongside the fee adjustment, the regulatory framework regarding settlement funds has changed. Money generated from regulatory settlements is now directed to the Treasury's consolidated fund. Previously, these funds were earmarked specifically for gambling harm prevention initiatives.

The combined effect of rising license costs and reallocated settlement funds has prompted industry operators to reassess their market strategies. Several companies are currently evaluating the establishment of secondary bases within the European Union to maintain market access at a reduced cost.
